Caramel Creation: In a small saucepan, gently melt the caramels and heavy cream over medium heat, stirring continuously until seamlessly smooth. Set aside for later use.
Crafting the Crumble: In a medium bowl, blend together the melted butter, brown sugar, flour, oats, and baking soda until fully combined. Firmly press half of this mixture into the baking dish, forming an even layer.

Constructing the Layers: Bake the initial crust for 10 minutes. Upon removal from the oven, sprinkle chocolate chips atop the crust, followed by a generous pour of the caramel concoction. Finish with the remaining oat mixture as the final layer.

Final Bake and Serve: Return the layered concoction to the oven, allowing it to bake for an additional 18-20 minutes. Ensure the bars are fully cooled before embarking on slicing them into squares of decadence.
